I. GENERAL PROVISIONS (continued)

 

7. Klamath County provides for 3 types of Road Approaches:

            a. Residential – serves a single residence, may include accessory uses that do not change the character of use in vehicle type or                       volume.

            b. Field Access - serves extremely low use agriculture needs such as hay, alfalfa, or pasture i.e. less than four trips (2 in/2 out) per                    day and often only used seasonally – requires written documentation from the property owner demonstrating expected daily and                  seasonal use. Track out of field debris i.e. soils is strictly prohibited.

            c. Commercial – serves all other access needs that are not Field Access or Residential Access.

 8. Klamath County Public Works may require the property owner to submit a survey and/or engineered design and or a traffic control plan         prior to approving permit. Design shall include, but is not limited to, site distance, culvert/ditch consideration, surfacing type, slopes for         inside and outside the right of way, traffic control, etc.

 9. To the fullest extent permitted by law, and except to the extent otherwise void under ORS 30.140, the Contractor and owner shall                   indemnify, defend (with counsel approved by Klamath County) and hold harmless Klamath County, Klamath Counties Authorized                  Representative, Architect/Engineer, Architect/Engineer's consultants, and their respective officers, directors, agents, employees,                    partners, members, stockholders and affiliated companies (collectively "Indemnitees") from and against all liabilities, damages, losses,          claims, expenses (including reasonable attorney fees), demands and actions of any nature whatsoever which arise out of, result from or       are related to the construction of the driveway.

 10. While constructing the permitted driveway in the road right of way, the owner, contractor and or sub-contractor shall have insurance in           the amount equal to the state minimum required, found in OAR Chapter 812-003-0221.

 11. This permit is revocable by order of the Director of Public Works. If Public Works deems the driveway to not comply with any of the                regulations set forth in this permit or an immediate danger to the public then Public Works reserves the right to withdraw and terminate          the permit at any time.


II. CONSTRUCTION REGULATIONS

 

LOCATES:

  • Oregon law requires you to follow rules adopted by the Oregon Utility Notification Center. Those rules are set forth in OAR 952-001-0001 through OAR 952-001-0090Driveway location must be marked prior to the road inspector visiting site. This can be accomplished by using lath with flagging, painted rocks or any other marks that are very obvious.
  • The property owner may be required to locate and mark property corners prior to issuing the driveway permit. The inspector will notify the owner of this requirement if necessary.

 DRIVEWAY ALIGNMENT

  • The first page of your permit shows what type of vehicles will be accessing the driveway. Driveways shall be sized to the minimum width to safely move traffic in consideration of the expected vehicle traffic as follows: 
  1. Residential - Driveway top width is 16' minimum, 20 feet maximum.
    • The return radius shall be 10’ where applicable.
  2. Shared Use - Residential – Driveway shall be 20’ minimum, 24’ maximum.
    • The return radius shall be 15’ where applicable.

    1. Field Access – Driveway top width is 16’ minimum or wider as determined by the Director of Public Works.
      1. Commercial (less than 26,000 lbs. trucks) - Driveway top width is 24’ minimum 45’maximum. * The return radius shall be 20’ where applicable.
      2. Commercial (more than 26,000 lbs. trucks) - Driveway top width is 30' minimum, 45’ maximum. *The return radius shall be 30’ where applicable.

 * Radius returns applies to road approaches and non-sidewalk driveways.

 

  • The driveway/road approach shall intersect the county road as near to a right angle as possible. Approach profile for non-sidewalk driveways shall conform to the requirements of the attached drawing. If the driveway will be commercial, it will require review and approval by the County Engineer prior to issuance of permit.

  • For road approaches in curb and gutter sections of road, the curb cut construction must conform to the geometric requirements of KCPW Standard Drawing 128 and the construction and material requirements of KCPW Standard Drawing 115 and current ADA requirements. Behind the curb a standard concrete apron must be constructed or the portion of the driveway on the right-of-way must be paved with asphaltic concrete. The County must inspect the forms prior to the concrete pour. Call a minimum of 24 hours prior to concrete pour for inspection.
  • All Driveway/Road Approaches on Collector/Arterial County roads and all Commercial Road approaches regardless of road classification shall be paved 15 feet or to the right of way, whichever is greater, excepting those approaches that abut unpaved County roads.

  • Backfill material shall be ODOT specification ¾”-0 crushed rock.

 CULVERTS:

  • Culverts shall be placed in straight lines, both vertical and horizontal, and have a minimum fall of 1" in 20 feet. Bell or groove ends of pipe shall be placed facing toward the inlet (upstream) end of the culvert. Culverts shall be sized to pass the 25 year, 24 hour storm event with a maximum HW/D=1. Minimum culvert diameter (or equivalent arch) shall be 12”. Any questions or problems regarding this paragraph shall be resolved prior to proceeding with any further work.
  • Flow line of culvert shall match the flow line of the ditch and allow for a minimum of (12”) of cover over metal pipe. Cover materials shall maintain a 2% slope away from the roadway to the back of the ditch. Cover materials shall be ¾”-0 crushed rock. Any questions or problems regarding this paragraph shall be resolved prior to proceeding with any further work.
  • Culvert length shall be at least ten feet longer than the required driveway width. Culverts within roadside ditches shall be Corrugated Steel Pipe (CSP), joints for CSP shall be “silt tight” unless on-site conditions warrant the use of watertight joints. Corrugated Steel Pipe shall be 16 gauge galvanized pipe meeting the requirements of AASHTO M 36 (ASTM A 760), Types I, IA, or II as appropriate.
  • Pipe cover shall be according to road classification:
    1. County maintained road right of way shall require a minimum of 12” of granular cover. Where 12” of cover is not achievable because of site conditions, pipe shall be 14 gauge and shall require further review by County inspector. Contractor shall take adequate precautions to protect the culvert during construction where less than 12” of cover is provided.
    2. User maintained public road right of way shall be 6”-12” of granular cover based on field review of road typical section.
  • Culvert pipes of dis-similar material may not be joined. Remove and replace with all one pipe type.

 

INSPECTION:

  • Call for inspection a minimum of 48 hours prior to covering the culvert. The Inspector will indicate on the culvert if it is okay to cover, and if not, the corrections that need to be made. If corrections are indicated, make corrections and call again for inspection prior to covering the culvert.
  • Proper barricades and warning signs must be maintained at all times during construction by the holder of this permit so as to insure the safety of the motoring public.
  • The county road is to be restored to its original or better than condition. All excess rock or dirt is to be removed from traveled portion of the road by brooming or washing as directed. Final cleanup is to be completed within one week after the approach is constructed.
  • Call for a final inspection.
